JAFZA Warehouse Approval Guide 2026: Fit-out, Mezzanine & Racking Permits

JAFZA Engineering ProcessBIM Requirement 2026Civil Defense CoordinationDG StorageFees

JAFZA (Jebel Ali Free Zone Authority) operates one of the most rigorous warehouse approval processes in Dubai. From 2026, JAFZA Engineering requires BIM-compatible submissions for all structural modifications — a requirement that catches many AutoCAD-only consultants. This guide covers standard fit-outs, structural mezzanines, racking approvals, the 2026 BIM update, Dangerous Goods storage requirements, Civil Defense coordination, and realistic fees and timelines.

Every physical modification to a JAFZA warehouse unit — from basic office partitions to full structural mezzanines to racking system installation — requires prior JAFZA Engineering Department approval. No exceptions. JAFZA conducts quarterly inspections of all units, and unapproved works result in stop-work orders, mandatory removal, fines, and potential licence suspension. From January 2026, JAFZA introduced a BIM submission requirement for structural modifications — the most significant change to affect JAFZA approvals in years. Consultants who work only in AutoCAD cannot complete JAFZA structural mezzanine applications from 2026. Dar Al Naseeb is a JAFZA-registered engineering consultant with BIM capability and over 150 completed JAFZA warehouse approvals.
01

What Requires JAFZA Approval — and What Doesn't

Every physical modification requires JAFZA Engineering approval before work starts:

  • Office partitioning and internal subdivisions of any kind
  • Mezzanine floor construction (steel structure or concrete)
  • Racking system installation over 1.5m height
  • Electrical panel upgrades or load additions
  • External signage and fascia modifications
  • Loading dock or external structural changes
  • Utility connections (new water, drainage, compressed air lines)
  • Change of use within the JAFZA unit (e.g., storage to light manufacturing)
  • Air conditioning system additions
  • Hazardous material storage facilities

What does NOT require JAFZA Engineering approval (confirm before assuming):

  • Repainting internal walls
  • Floor marking with paint or tape
  • Shelving under 1.5m height with no structural fixing to the floor or walls
  • Minor furniture arrangements with no structural impact

The consequences of unapproved modifications:

JAFZA Engineering inspectors conduct quarterly site visits across all JAFZA zones (South, East, West). Unapproved modifications found during inspection result in: immediate stop-work notice, mandatory removal of all unauthorized works within 30 days at the operator's cost, a fine of AED 5,000–25,000 depending on severity, and delayed licence renewal until full compliance is confirmed.

JAFZA 2026 BIM Submission Requirement — What This Means for Your Project

From January 2026, JAFZA Engineering Department requires BIM-compatible submissions for all structural modifications. This is the most significant change to JAFZA's approval process in recent years.

What BIM compatibility means for each project type:

Standard fit-outs and office partitions: AutoCAD drawings remain acceptable but must have an IFC format data file attached alongside them. The IFC file (Industry Foundation Classes — the universal BIM exchange format) can be generated from the AutoCAD drawings using compatible software.

Structural mezzanines: Full 3D BIM model required. Must be authored in Revit, Tekla, or an equivalent BIM platform — not converted from AutoCAD. JAFZA Engineering reviews the structural model in 3D as part of the approval assessment.

Complex modifications with multiple disciplines: Full BIM coordination model required integrating structural, MEP, and architectural elements in a single federated model. Clash detection report to be submitted showing zero unresolved clashes between structural elements and MEP services.

Why this matters for consultants and operators:

Firms using AutoCAD-only consultants will have their JAFZA structural mezzanine applications rejected from 2026. Dar Al Naseeb's engineering team produces full BIM models in Revit for all JAFZA structural submissions and updated all JAFZA submission templates in December 2025.

Cost impact:

BIM structural models cost more than standard AutoCAD drawings — typically 20–40% higher for structural mezzanine submissions. This cost is partially offset by the reduced risk of coordination errors between structural and MEP elements, which would otherwise cause costly mid-construction changes.

03

JAFZA Mezzanine Approval — Structural Requirements

Mezzanine floors are the most common and most complex modification in JAFZA warehouses. Every mezzanine requires JAFZA Engineering approval and a Civil Defense fire safety update.

JAFZA structural requirements for mezzanines:

  • Live load design minimum: 5.0 kN/m² for general storage; higher for specific stored commodity types
  • Structural steel specification: hot-dip galvanized or paint-protected to JAFZA specification
  • Seismic anchoring: anchor bolt sizes and spacing to JAFZA floor plate specifications — these are specific to JAFZA's standard warehouse floor slab design and different from DM mainland requirements
  • Staircase: minimum 900mm clear width, compliant handrails per UAE Standards
  • Edge protection: minimum 1,100mm high guardrail on all open mezzanine edges
  • Access hatches: fire-rated if the mezzanine serves as a means of escape

Civil Defense requirements triggered by mezzanine installation:

If the mezzanine adds occupancy above the original permit scope, emergency exit routes must be reviewed and updated. Sprinkler head coverage under the mezzanine deck must be assessed — additional sprinkler heads are typically required beneath the deck. Fire alarm coverage must extend to include the mezzanine level with additional detectors.

Timeline for JAFZA mezzanine approval: 15–30 working days

The longer end of this range applies when JAFZA Engineering requests additional structural calculations or JAFZA's technical committee review is required for high-load or complex designs.

04

JAFZA Racking System Approval — 2026 Requirements

All racking systems over 1.5m height require JAFZA Engineering approval. From 2026, racking over 4m also requires the IFC BIM file attachment.

JAFZA racking approval submission requirements:

  • Racking layout plan with all aisle widths confirmed to JAFZA minimum clearances
  • Structural load calculations from a licensed structural engineer confirming bay load capacity and total floor load
  • Fire sprinkler clearance drawing — minimum 450mm between top of racking and nearest sprinkler deflector (for commodity storage over 3m, in-rack sprinklers required)
  • Seismic anchoring design — anchor bolt specification to JAFZA's standard floor slab specification
  • Floor loading confirmation — total racking load must not exceed JAFZA unit's permitted floor capacity (typically 30–50 kN/m²)
  • Racking manufacturer product data sheets showing certified load ratings

High-bay racking (above 6m):

Secondary stability analysis required confirming the racking frame's resistance to accidental lateral impact. Base plate design verification independent of the manufacturer's standard specification. DCD notification for high-bay storage fire suppression assessment.

Very high-bay racking (above 10m) and AS/RS systems:

Independent structural peer review required. Dar Al Naseeb can coordinate the peer review process with JAFZA-approved structural review firms.

JAFZA Dangerous Goods Storage — 2025/2026 Updates

JAFZA updated its Dangerous Goods (DG) classification and storage requirements in 2025. This affects any operator storing chemicals, flammable liquids, aerosols, compressed gases, or any other IMDG-classified DG product.

Determining if your products are classified as DG:

Products shipped under IMDG (International Maritime Dangerous Goods) classification — which applies to most chemical, automotive, industrial, and cleaning products — are DG. If your products are shipped with a DG declaration, they are DG in storage.

Updated 2026 JAFZA DG storage requirements:

  • DG Segregation drawing — showing storage zones with correct IMDG class separations (flammables away from oxidisers, etc.)
  • Bund design: capacity minimum 110% of the largest single container volume for DG Classes 3, 6, and 8 (liquid flammables, toxics, corrosives)
  • Ventilation rates specified per DG class and stored quantity
  • Chemical-resistant flooring in all DG storage zones
  • Secondary containment for all liquid DG storage
  • Emergency shower and eyewash station within 10 seconds travel time from any DG handling area

JAFZA DG Permit — separate from standard fit-out approval:

Any JAFZA operator storing DG materials must hold a current JAFZA DG Permit in addition to the standard warehouse permit. DG Permits require annual renewal and are subject to JAFZA EHS inspection. The application for the DG Permit is separate from the JAFZA Engineering fit-out permit — both run simultaneously but through different JAFZA departments.

Frequently Asked Questions

01Do I need JAFZA approval for every change to my warehouse?
Yes. Any physical modification to a JAFZA unit — partitions, mezzanines, racking over 1.5m, electrical load additions, external signage, or utility connections — requires JAFZA Engineering Department approval before work begins. Minor cosmetic works (repainting, floor markings, shelving under 1.5m) may be exempt but confirm with JAFZA before starting. JAFZA conducts quarterly inspections and unapproved modifications result in stop-work orders, mandatory removal, fines of AED 5,000–25,000, and delayed licence renewal.
02What is the new JAFZA BIM requirement for 2026 and does it affect my project?
From January 2026, JAFZA requires BIM-compatible submissions for all structural modifications. Standard fit-outs need an IFC format file alongside AutoCAD drawings. Structural mezzanines require a full 3D BIM model in Revit or equivalent — AutoCAD-only submissions for mezzanines are rejected. This requirement affects any operator planning a mezzanine or complex structural modification — your consultant must have BIM capability. Dar Al Naseeb has full Revit BIM capability and updated all JAFZA submission templates in December 2025.
03How long does JAFZA warehouse approval take in 2026?
Standard fit-out and partition approvals: 10–20 working days. Structural mezzanines: 15–30 working days (the longer end when JAFZA's technical committee review is required). Racking system approvals: 10–20 working days. Civil Defense runs in parallel in all cases. Complex modifications involving multiple disciplines or DG storage can take 25–40 working days due to multi-department review including JAFZA Engineering, JAFZA EHS, and Civil Defense.
04What are JAFZA's fire sprinkler requirements for warehouse racking?
Dubai Civil Defense requires minimum 450mm clearance between the top tier of racking and the nearest sprinkler deflector. For general commodity storage above 3m height, in-rack sprinklers must be designed into the racking approval submission. High-bay storage above 6m requires a specialized sprinkler design with DCD peer review. All sprinkler systems must be hydraulically calculated to UAE Fire Code specifications.
05Can I use my DM-registered contractor for works in my JAFZA warehouse?
No. JAFZA requires all contractors executing approved works to be registered in JAFZA's approved contractor database. DM-registered contractors who are not also JAFZA-registered are not permitted to work on JAFZA sites. Dar Al Naseeb works exclusively with JAFZA-registered contractors for all JAFZA projects.
06My business stores chemicals — do I need a separate JAFZA DG Permit?
Yes, if your chemicals are classified as Dangerous Goods (DG) under IMDG code — which applies to most paints, solvents, automotive products, cleaning chemicals, aerosols, batteries, and industrial chemicals. A JAFZA DG Permit is required in addition to the standard warehouse fit-out permit. DG Permits require annual renewal and JAFZA EHS inspection. The 2026 updated DG storage requirements include new bunding specifications, specified ventilation rates per DG class, mandatory emergency shower placement, and chemical-resistant flooring in all DG storage areas.
