JLT Commercial & Residential Approval Specialists

What?

What approvals are mandatory in JLT?

All interior works in JLT require a Concordia Fit-out Permit. Depending on the unit type, this is categorized as FODA (Fit-out Drawing Approval for Offices) or RFODA (for Retail). Additionally, Dubai Civil Defence (DCD) must stamp your fire-safety drawings before site mobilization.

Why?

Why is Concordia different from Dubai Municipality?

JLT is a private master community. Concordia manages the shared infrastructure (chilled water, fire mains, elevators). Their approval ensures your fit-out doesn't leak into the floor below or disrupt the tower's pressurized fire-exit systems.

Who?

Who handles the COC and Final Inspections?

Dar Al Naseeb manages the entire lifecycle. This includes the COC (Certificate of Conformity) inspection—which is an HSE check required before work starts—and the final Completion Inspection required to release your deposit.

Where?

Where are these permits applicable?

Across all 87 towers in the 26 JLT Clusters, including specialized fit-outs for Almas Tower, Uptown Dubai, and all lake-level retail strips.

Frequently Asked Questions

Can I start work in JLT with just the DMCC license?
No. The DMCC license allows you to trade, but you cannot physically modify the unit without a Concordia Fit-out Permit. Starting without it leads to immediate fines and unit closure by building security.
What is a COC inspection in JLT?
The Certificate of Conformity (COC) is a pre-construction inspection by Concordia. They verify that the contractor has protected the common areas (elevators/corridors) and has correct safety gear on-site before the work permit is activated.
Does JLT require Dubai Municipality (DM) approval?
Generally, no. JLT is a free zone under DMCC/Concordia jurisdiction. However, certain retail activities like clinics or food outlets may require external approvals from DHA or Dubai Municipality Food Safety.
Why is the Concordia fee 5,250 AED?
This is a standard flat fee for units under 3,000 sqft. It covers the drawing review, the COC inspection, and the final completion inspection. Larger units follow a tiered pricing structure.
